It's not that any insurance company automatically considers every
driver to be a risk out on the roads, fortunately. What it does mean,
though, is that insurers look at actuarial tables and statistics --
along with information provided by a driver and any state driver
databases to try to come up with a price for a policy that will cover
the insurer, first of all.
